Make a floor-mat map: Use an old white sheet to draw simple roads in a neighborhood. Leave lots of space for building houses, schools, and stores. For a more challenging project, make the streets, lakes, and parks, moveable by using soft-side Velcro for the mat; cut the roads, houses, schools, and stores from Velcro.
